Vessel Registration

Malaysia International Ship Registry (MISR) is a body for registering of international ships. MISR enable individual and foreign shipping companies to register their ships in Malaysia without complying with Malaysian majority shareholder requirement.


Shipping Company Incorporated as a Labuan company is qualify under Labuan Business Activity Tax Act 1990 (“LBATA”) for Shipping operations in Labuan or outside Malaysia.

(Tax 3% out of audited net profit / MYR 20,000)


* Shipping operations means the transportation of passengers or cargo by sea or the letting out on a charter of ships on a voyage or time charter basis.

Shipowner Eligibility


Vessels must be owned by Non-Malaysian or corporation that satisfies the following conditions:
  1. Incorporated in Malaysia;
  2. An office of the corporation is in Malaysia;
  3. The majority of the shareholding, including voting shares, of the corporation is held by Non-Malaysian citizens. Majority in this instance means 51% subject to such changes by the Minister.

Ship Manager Eligibility


The owner of a ship shall, before applying for a ship to be registered, appoint a ship manager whom shall be:
  1. A Malaysian citizen having his permanent residence in Malaysia; or
  2. A company incorporated in Malaysia and having its principal place of business in Malaysia

Vessel Age and Survey Requirements


No ship shall be registered under Malaysia International Ship Registry unless:
  1. Ship is fitted with mechanical means of propulsion
  2. Ship not less than 1,600 gross tonnage
  3. The age of the ship :-
    • Not more than 15 years if it is tanker or a bulk carrier; or
    • Not more than 20 years if it is of type other than a tanker or a bulk carrier.
Surveys are conducted by Ships Surveyor working under the direction of the Surveyor-General who may also authorized classification societies on his behalf.

  2. Bureau Veritas (BV)
  3. Det Norske Veritas(DNV)

  5. Lloyd's Register of Shipping (LRS)
  6. Nippon Kaiji Kyokai(NKK)
  7. Korean Register of Shipping (KR)
  8. China Classification Society(CCS)
  9. Indian Register of Shipping(IRS)
  10. Russian Maritime Register of Shipping (RS)
  11. Registro Italiano Navale(RINA)
  12. Ship Classification Malaysia(SCM)

Initial Registration

Vessels up to 50 tons gross RM 10.00
Vessels over 50 to 100 tons RM 15.00
Vessels over 100 to 200 tons RM 20.00
Every additional 100 tons or fraction of 100 RM 5.00

 

Certificate of Survey (COS)

The following fees are charged for the issuance of a Certificate of Survey:

Any other charges incurred directly by the Surveyor of Ships on inspection of the vessel if the inspection is conducted outside Malaysia RM 230.00 per day or part of the day

 

Annual Tonnage Fees

An annual tonnage fee of RM 0.30 per gross tonnage shall be paid by the owner of a ship at the time of the initial registration or renewal of registration of the ship and thereafter annually on or before the anniversary date of the initial registration or renewal of registration, as the case may be.
